1. Introduction

Welcome to Raia ("the Platform"). These Terms and Conditions ("Terms") govern your access to and use of the Raia platform, including our website, mobile application, and all related services. By using Raia, you agree to be bound by these Terms.

Raia is owned and operated by HERNATTER LIMITED ("the Company", "we", "us", "our"), a private limited company incorporated in the United Republic of Tanzania. HERNATTER LIMITED is a diversified conglomerate, and Raia is one of its technology initiatives.

2. Nature of the Platform

Raia is a privately-developed platform that aggregates and presents publicly available information about Tanzanian government departments and their services. It is important to understand:

• Raia is not a government application or government-owned platform.
• Raia is not endorsed by, affiliated with, or sponsored by the Government of the United Republic of Tanzania or any of its agencies.
• Raia does not process official government transactions, applications, or filings directly. The Platform provides information and links to official government portals.
• Raia is a service made with love from HERNATTER LIMITED to help citizens of Tanzania conveniently discover and navigate government services.

3. Eligibility

To use Raia, you must be at least 18 years old and a resident of or have a legitimate interest in Tanzanian government services. By creating an account, you represent that all information you provide is accurate, current, and complete.

4. Account Registration & Identity Disclaimer

You may register for a Raia account using your NIN (National Identification Number), email address, phone number, or other supported methods. You are responsible for:

• Maintaining the confidentiality of your login credentials.
• All activities that occur under your account.
• Notifying us immediately of any unauthorized use of your account.

Important: Providing a NIN does not mean government authentication has been performed. Raia accounts are private platform accounts, not government-issued identities. Raia is not an official government identity system. All identity information provided during registration is treated as self-declared by the user.

We reserve the right to suspend or terminate accounts that violate these Terms or engage in fraudulent activity.

5. Acceptable Use

You agree not to use the Platform to:

• Violate any applicable laws or regulations of Tanzania.
• Impersonate another person or misrepresent your identity.
• Upload malicious content, viruses, or any harmful material.
• Attempt to gain unauthorized access to the Platform or its systems.
• Use the Platform for any commercial purposes without our written consent.
• Scrape, crawl, or use automated tools to extract data from the Platform.
• Misrepresent the Platform as an official government service.

6. Government Service Information

The information about government departments and services displayed on Raia is sourced from publicly available resources. While we strive to keep this information accurate and up-to-date:

• We do not guarantee the accuracy, completeness, or timeliness of government service information.
• For official and legally binding information, users should always refer to the relevant government department's official website or office.
• Raia acts as an information aggregator and convenience tool, not as an official source of government information.

7. Platform Role and Limitations

Raia is an independent private platform owned by Hernatter Limited. Raia is not a government portal, not an identity provider, and does not process or submit applications to any government authority.

Raia provides informational navigation tools that redirect users to official external government websites where services are performed. Raia is not here to compete with the government. We exist to help people find government portals and services more easily.

To be clear about our role:

Raia does:

• Provide discovery tools to help citizens find the right government department and service.
• Redirect users to official government platforms and portals.
• Provide convenience tools such as personal document storage and notifications.

Raia does not:

• Process passport applications or any government transactions.
• Submit applications on behalf of users to any government agency.
• Act on behalf of, represent, or serve as an agent for any government department or ministry.
• Issue, certify, or authenticate any official government documents.
• Authenticate citizens against national identity databases.

8. Third-Party Service Providers

Raia may in the future allow third-party businesses or service providers (such as stationeries, consultancies, or document preparation services) to list their services on the Platform. Users should be aware that:

• Third-party service providers are independent businesses and not government representatives.
• Raia does not endorse, guarantee, or take responsibility for the services offered by third-party providers.
• Any transaction between you and a third-party provider is solely between you and that provider.

9. User Content & Documents

Raia allows you to upload and store personal documents within the Platform. By uploading content, you:

• Retain full ownership of your content and documents.
• Grant us a limited license to store and display your content back to you.
• Acknowledge that you are responsible for the legality and accuracy of content you upload.

We do not access, review, or share your uploaded documents except as required by law.

10. Intellectual Property

The Raia name, logo, design, code, and all original content on the Platform are the intellectual property of HERNATTER LIMITED. You may not copy, modify, distribute, or create derivative works from any part of the Platform without our express written permission.

Government logos, coat of arms, and flag imagery used on the Platform are public domain or used for informational purposes and remain the property of the Government of the United Republic of Tanzania.

11. Limitation of Liability

To the maximum extent permitted by law:

• Raia is provided "as is" and "as available" without warranties of any kind.
• HERNATTER LIMITED is not liable for any direct, indirect, incidental, or consequential damages arising from your use of the Platform.
• We are not responsible for any actions taken by government departments or for the outcomes of any government service applications.
• We do not guarantee uninterrupted or error-free access to the Platform.

12. Indemnification

You agree to indemnify and hold harmless HERNATTER LIMITED, its directors, employees, and agents from any claims, damages, or expenses arising from your use of the Platform, your violation of these Terms, or your infringement of any third-party rights.

13. Termination

We may suspend or terminate your account at any time if you violate these Terms. You may delete your account at any time through the Settings page. Upon termination, your right to use the Platform ceases immediately, and we may delete your data in accordance with our Privacy Policy.

14. Changes to These Terms

We may update these Terms from time to time. We will notify registered users of significant changes via email or through the Platform. Your continued use of Raia after changes are posted constitutes your acceptance of the revised Terms.

15. Governing Law

These Terms are governed by and construed in accordance with the laws of the United Republic of Tanzania. Any disputes arising under these Terms shall be subject to the exclusive jurisdiction of the courts of Tanzania.
